The text of the amendment is as follows: Page 2, line 13, strike ``date of enactment of this subsection'' and insert ``date this paragraph takes effect described in paragraph (4)''. Page 3, line 9, strike the closing quotation mark and the final period. Page 3, after line 9, insert the following: ``(4) Effective date.--Paragraph (1) shall take effect on the date that the Secretary certifies that any increase in the percentage of Federal lands leased for oil and gas production pursuant to paragraph (1) would not perpetuate environmental injustice.''.
