Mr. Chair, I have an amendment at the desk. The Acting CHAIR. The Clerk will designate the amendment. The text of the amendment is as follows: At the end of title X, add the following new section: SEC. 1084. REDUCTION OF AUTHORIZATION OF APPROPRIATIONS. (a) Reduction.--Notwithstanding any other provision of this Act, but subject to subsection (b), the President, in consultation with the Secretary of Defense, the Secretary of Energy, and the Administrator for Nuclear Security, shall make such reductions in the amounts authorized to be appropriated under this Act in such manner as the President considers appropriate to achieve an aggregate reduction of $8,231,100,000. (b) Exclusions.--In carrying out subsection (a), the President shall not reduce the amount of funds for the following accounts: (1) Military personnel, reserve personnel, and National Guard personnel accounts of the Department of Defense. (2) The Defense Health Program account. The Acting CHAIR. Pursuant to House Resolution 661, the gentlewoman from California (Ms. Lee) and a Member opposed each will control 5 minutes.
