“First, let me just say I'm very pleased to anchor this Congressional Progressive Caucus Special Order on Iraq with my colleague from California, Congresswoman Maxine Waters. Let me also take a moment to thank Congresswoman Waters, who is the founder of the Out of Iraq Caucus.
