increasingly frequent catastrophic die- offs of fish and waterfowl at the Salton Sea have led experts to conclude that the entire ecosystem is in crisis and could perish in the next five to ten years unless dramatic measures are taken. The crisis has dire implications for migratory birds on the Pacific Flyway because the Salton Sea is a critical stop for species migrating along the Pacific Coast. Urgent scientific research is underway, but scientists have not yet identified the cause of the environmental crisis. The area's agriculture, wildlife, water usage, and environmental health systems are in jeopardy. Another massive die-off is occurring now. Previously, the U.S. Fish and Wildlife Service and the U.S. Geological Survey worked in partnership with the California Department of Fish and Game to deal the diagnosis of dead species, rehabilitation of sick birds, and the disposal of carcasses to avert the spread of disease. Unfortunately, just a few weeks ago, California withdrew most of its field personnel due to costs and concerns about the potential health threat to state field personnel. California's withdrawal has resulted in a significant increase in the workload of an already undersized federal staff at the Sea. I therefore ask the Chairman of the subcommittee to work with me to include the following report language in conference.…
