I thank the Senator for putting this debate in the proper context and for pointing out what the solemn duty really is in the Senate. I want to ask my friend a couple of questions. Has my friend heard, as I have, the President himself and many of his representatives, including Colin Powell, Condoleezza Rice, and Ari Fleischer, repeat over and over again that the President has not yet made a decision to go to war? Has my friend heard that?
