Regrettably, a substantial number of gun owners improperly store their weapons, leaving them loaded, unlocked or both. A National Institute of Justice survey showed that 55% of all handgun owners keep their handguns loaded, and 34% keep a handgun that is loaded and unlocked. As Senator Kohl has said--this is recipe for disaster. Unfortunately, we know this isn't a disaster just waiting to happen at some time in the future.”
