I just believed we were going to have that $500 million. Senator Helms wrote from his heart and talked about it. Senator Frist talked about it. Suddenly, what has happened? What has happened is we are losing our boldness. I do not want to see it happen. I urge support for this very important amendment, and I yield the floor.
