I am not here to slow down this bill. I am here to make it a better bill. I have to say to my friend that this is a different bill from last year's bill. The Senator knows that. I would say that is why the exceptions are so crucial because we have made it much more difficult to get legislation through. As I pointed out on the charts, the red, the yellow, and the green, if someone has an amendment, it has to go back through the process and this all happens. There is a difference. In the original bill it stopped right here with CBO. The exceptions part of the bill, which I commend the Senator for, really has to be looked at because we do not represent the Governors, we do not represent local government or the private sector. We represent all the people, people of all walks of life and people in local government, people in the private sector. To me what is crucial is that we look at how this is going to affect the average citizen of our Nation.
