I read the section of the bill several times. What you have in the bill is very good. It says the employer must make a good faith effort before hiring a guest worker, and he or she has to take 90 days. All we do is say, in that 90-day period, the employer must post a job notice in the plant and notify the department of employment. That is all we are doing. We don't change anything in the bill. We just say during the 90-day period, post the job and let the State Department of Employment know. I don't understand why we have a problem with this.
