“In chapter 6 of title I, add at the end the following: GENERAL PROVISIONS, THIS CHAPTER Sec. 601. Of the amounts appropriated by this chapter under the heading "Departmental Management" under the heading "counterterrorism fund", $30,000,000 shall be available for the Secretary of Homeland Security, in consultation with the Secretary of Defense and the Federal Aviation Administration, for research and development on, and for the initial deployment of, technology to protect commercial aircraft from the threat posed by man-portable air defense systems in order to reduce the costs of such technology and to provide for the adaptation of military countermeasure systems to commercial aircraft.”
