I have to say to you, Mr. President--and it is my very strong view--that in this U.S. Senate, with all the experience we bring to these issues, with all the expertise we bring to these issues, it seems to me to essentially stop the Endangered Species Act in its tracks, which is really what this amendment would do, is not the proper way to legislate. It is an abdication of our responsibility.
