I do not ascribe to either of those extremes. We have the facts now. We have a good bill now. We have an unprecedented opportunity to send a signal to this country and to the world that we are ready, finally, to move to calm the effects of unfettered global warming. I think we can do it. I think we can be successful at it, and I do approach this with great hope. Some have tried to argue that we should not act now. These people say we should wait for a new President, a new Congress, another day. As I say, there is no time to waste. Right now, there is unprecedented momentum for change. We must harness that momentum to pass strong global warming legislation. We have a small window of time to get started down this path. The longer we wait to get started, the harder it will be to achieve the emissions reductions we know we need to reach. Starting now will send a signal to the world and the business community as they make their future plans that the United States is serious about its leadership role.
