“I say to my friend, it almost seems to me that what is happening is unconstitutional. I do not have a law degree. But we don't see these bills coming through the Senate for Senators to comment on. Sometimes we get a bill through here and it is not controversial. We will agree to a 2-, 3-, 5-minute time agreement. But at least we have a chance to look at it. That is our job. If we don't look at it and it does some harm to our people, that is our fault. But if bills never come here and if they are sent directly into a conference committee and bypass the Senate, this says something is very wrong, that we are not doing what we are supposed to do according to the Constitution.”
