“We are in a mess. Half of the sites that we thought were going to be cleaned up will not be cleaned up. The last point is the point on 'polluter pays.'... Now, under this administration, in 2003, because there is no Superfund fee in place anymore, 54 percent of the program is going to be paid by taxpayers. So I ask a rhetorical question to this administration: Where have you been, when we have made a point that polluter pays is basic?”
