The Senate finds that: (1) Suicide bombings have killed and injured countless people throughout the world. (2) Suicide bombings and the resulting death and injury demean the importance of human life. (3) There are no circumstances under which suicide bombings can be justified, including considerations of a political, philosophical, ideological, racial, ethnic, religious or other similar nature. (4) Religious leaders, including the highest Muslim authority in Saudi Arabia, the Grand Mufti, have spoken out against suicide bombings. (b) Sense of the Senate.--It is the sense of the Senate that-- (1) Suicide bombings are a horrific form of terrorism that must be universally condemned. (2) The United Nations should specifically condemn all suicide bombings by resolution.
