But I think we are being very careful in this amendment not to place an undue burden on these people. We are saying you can recover your costs from 1990 to 1995; prior to that, you can charge anything you want. We really are being fair in this amendment. I am stunned we did not get this amendment accepted. I cannot tell you the feeling I have. I am amazed, because when I think about the beginnings of this bill--I remember being excited I was going to be the Chair on the Y2K problem, because I was in line to take that. I asked Senator Dodd if he could do it, because it was a tough time for me; I had an election, and I had my regular job.”
