“I think this is really where the rubber meets the road. Are we serious about the work we have accomplished? I went over this in great detail. I don't know if the Chair can read this from his seat. I have listed all the bipartisan programs that we have added to this bill, beautiful programs such as IDEA, increasing funding, teacher quality, some of these my colleague worked very hard on himself, mental health programs, these were all added in a bipartisan fashion. It adds up here to $10 billion more than is in the Bush budget. We know that we even have done more. The Schumer-Boxer amendment is important because what we say is all of this hard work, all of this coming together, all of this bipartisanship, all of this work for the children of America should be funded. Very simply put, that is exactly what Senator Schumer and I are doing in this amendment. It is a sense of the Senate.”
