The amendment is as follows: On p. 1009, after line 11, add the following: SEC. 122__. REQUIREMENTS FOR AERIAL OVERFLIGHTS OF AGRICULTURAL OPERATIONS TO PROTECT PUBLIC HEALTH AND SAFETY. The Administrator of the Environmental Protection Agency, pursuant to her responsibility to protect public health and safety, shall only conduct aerial overflights to inspect agricultural operations if the EPA Administrator determines that aerial overflights are more cost-effective than ground inspections to the taxpayer and the Agency has notified the appropriate State officials of such flights. The PRESIDING OFFICER. There will be 2 minutes of debate, equally divided, on the amendment.
