Mr. President, I listened to colleagues predicting doom and gloom, and it brings back what I have read about what happened when Medicare was brought to this country by the Democrats and what happened when Social Security was brought to this body and to the House after the Great Depression. I am going to go into that in a little bit, but somebody said this earlier and it reminded me that one of the definitions of insanity is doing the same thing over and over and expecting a different outcome. The Republicans in the House have voted 42 times to repeal the Affordable Care Act or to defund it. Health care reform has taken years and years to do, and we finally got it done. Millions of Americans are on the cusp of getting health insurance for the first time. Republicans are desperately trying to block this from happening. Senator Reid couldn't be more clear: We are not going to delay health care for the people of this great Nation. We are not going to go back to the days when people with a preexisting condition were left to die without health care. We are not going back there. Yet it continues. The Republicans are so adamant about it that a very large group of them are threatening to shut down the government of this great country. Again, it is not like they didn't do this before. The Republicans did this before. It was a disaster for the people. People got hurt. They didn't get paid.…
