“I want to express myself tonight. I have not said this before, but I have to tell you that the Senator from Nevada has been working so diligently with his colleagues on the other side to move along the business of this body. He suggested that four of us who have very brief amendments be allowed to go forward--not in advance of the other side. I don't have any problem with a few people going first or alternating back and forth. But I have to say, I feel very bad about this, and I am not going to be cooperating tonight if we are not going to allow this to take on some kind of comity at this late hour where we hear from Senator Hutchison, who has a very good amendment, and then we go to our side, and back and forth. I want to speak just as one Senator to say I feel bad about the way things are deteriorating tonight and I am not going to cooperate.”
