On the recordSeptember 8, 1999
This is an example of legislating on an appropriations bill. This Hutchison amendment was put into the committee and stripped out because of the way it was put into the committee. It was stripped out. It has been defined and technically changed, and now it is being offered. But it is still the same thing. You know, you can put a dress on a hippopotamus and it still looks like a hippopotamus. That is what this is. This is a very ugly amendment. I want to mention one thing in answering the question. I was very pleased that my friend read the Los Angeles Times editorial. It is a newspaper that now has Republican ownership. I think that is very important.
