Section 816 of the fiscal year 1995 Defense Authorization Act authorized a demonstration project in Monterey County, CA, which would permit the Department of Defense to purchase fire-fighting, police, public works, utility, and other municipal services from Government agencies located in Monterey when such services are needed for operating Department of Defense assets in the county.
