I would say in response to my friend's question, I was so shocked when the Senator asked for 1 minute to explain his amendment and we heard multiple Republicans saying: No, no, a thousand times no. As Senator Durbin said, this is supposed to be the greatest deliberative body in the world. I grew up thinking that was true. I never saw this before where colleague after colleague after colleague after colleague was essentially shouted down. I haven't seen it here. It has reached a new low with a Republican majority since. They absolutely won a huge election victory. There is no question about it. There was the promise that it would be an open process, and then we can't even have colleagues talk for 1 minute. I know the Senator from New Jersey has a question as well. I yield to the Senator from New Jersey, because time is running out at 5:30.
