Madam President, the Stabenow amendment suspends full implementation of the Clean Air Act as it relates to carbon pollution for 2 years, which is going to cost jobs and harm America's competitiveness. Worse than that, I think around here ``delay'' is sometimes a code word for ``never.'' A 2-year delay could become a long-term delay. It becomes more expensive, and in the meantime our air gets dirtier. I will close with this: 68 percent of the people believe Congress should not stop EPA from enforcing Clean Air Act standards. Yet this amendment, and all of the others, do just that. Let's stand with the people, with the American Lung Association, with the physicians who have taken a stand against all of these amendments, and allow EPA to do its job. I yield to the Senator from Oklahoma.
