first, let me say to the Senator from Tennessee, in his State all the counties that had flooding are exempt from this rule. I have the letter from the EPA, and I spoke with them about it. Secondly, let us not go back on this important issue. Lead is very dangerous, particularly for pregnant women, infants, and children. This amendment would stop any funds in this bill from being used to enforce the EPA's lead paint renovation program, which was put into place by President Bush's EPA. There is a training program, and my friend from Maine says there are not enough trainers. There are so many trainers that there are 119 of them who are ready to travel to each and every State, and already they are ahead of the training. Mr. President, 360,000 people will be trained in the next 2 months. What this amendment does is rewards the contractors who did not get the training and it hurts the others. I urge a strong ``no'' vote.
