Mr. President, I was unavoidably delayed on vote No. 255, the Coburn motion to suspend the rules as to the Coburn amendment on earmarks. I would have voted a very strong no because I believe that authority should remain with the elected representatives and not go to bureaucrats. SAVINGS CLAUSES
