Through the Chair, I want to thank the Senator so much because he was one of those people who really helped us. In addition, every member of the Environment and Public Works Committee, on both sides of the aisle, was terrific on this. In addition to the chairman, Senator Inhofe, I also want to single out Senator Durbin and Senator McConnell, because they stepped up from both sides of the leadership when it really looked as if it would never happen. We proved that we could do it. I am so grateful to my friend for showing his support because we have so many contentious issues. This is not one of them. I want to thank him very much for his comments.
