What about the fact that in 2012, labor, health and environmental justice groups petitioned EPA to use the Clean Air Act Section 112 rulemaking authority and the General Duty Clause to require facilities that handle dangerous chemicals to use safer technologies to prevent or eliminate threats from uncontrolled chemical releases wherever feasible?
