I appreciate Senator Reid taking the leadership here, and as I understand it--and I want him to confirm it-- what he has done is he has suggested the cuts that are hurting so many of our American citizens be restored and he is paying for that. He is not putting it on a credit card. He is paying for it by taking funds from the overseas account because we are winding down wars. Am I correct that what the Senator is doing is paying a price that equals the amount he is restoring of the sequester?
