as I understand it, the majority leader has just filed cloture on a bill that would keep us at a 3.4-percent student loan rate for Stafford loans, which impact about 7 million Americans, for a year. Am I correct on that? The PRESIDING OFFICER. The cloture motion is on the motion to proceed.
