Madam President, this extension will save jobs not only in the short term, but it gives certainty to our States. We know our Nation's highways, bridges, and transit systems need to be in good repair. I will say this: With the construction industry still in a downturn, it is tough for them because of the housing crisis. Construction jobs are few and far between, and we have a very high unemployment rate in the construction industry. This extension is important. It gives certainty. It will save hundreds of thousands of jobs, it will improve our infrastructure, and provide that foundation we need for a solid recovery. So I look forward to taking that up.
