We are hearing everything from $6 billion in cash to an additional $10 billion to $20 billion in loan guarantees, and yet not a word in the budget. I wish to ask a final question of my friend, and that is, I was amazed to read that our friend, Carl Levin, on the Armed Services Committee, was asking questions of the Pentagon about how many troops would be needed in the aftermath of war, immediately following perhaps for 2 years, perhaps longer, the number of troops that need to be put out there. The answer was 200,000 troops, and it took the breath of many of our colleagues. Again, I ask my friend a question: Is there any mention of that fact in the 2004 budget and the impact of that on our budget?
