“Let me first ask my friend and State neighbor, Senator Reid, to recall the provision in last year's omnibus appropriations bill, that authorized the California Bay-Delta Environmental Enhancement and Water Security Act. The Act authorizes Federal participation in the CALFED Bay-Delta Program, which is charged with developing a balanced, comprehensive and lasting plan to restore and enhance the ecological health and improve water management in the Bay-Delta system. This program is a top priority of the State of California and has support from business, environmental and water users throughout the State. I would like to ask Senator Reid, as the ranking member of the appropriations subcommittee with jurisdiction over this act, if he agrees with me that it is important to fund this program?”
