I support the IRS Restructuring and Reform Act of 1998. This bill, when fully implemented, will achieve 3 important objectives: First, it will greatly benefit the American taxpayer who, all too often, has been the victim of overzealous and rogue IRS agents, has been caught, through no fault of his own, in a nearly impenetrable bureaucratic morass, or has received poor and discourteous service from IRS employees. Second, the bill will significantly reorganize IRS management and provide the IRS Commissioner with new authority over IRS employees. Third, the bill establishes an IRS Oversight Board, comprised of private citizens, the Secretary of the Treasury and a union representative, which will oversee the IRS in administration, management, conduct, and direction. I believe, however, those provisions which most directly benefit the American taxpayer are the real crux of this bill. We need effective reforms which restore public confidence in an agency which touches the lives of more people in this country than any other agency. I believe the establishment of a 'National Taxpayer Advocate' will provide a significant step toward restoring such confidence.
