I thank Senator Ensign. I had an amendment to solve this incest predator problem. He came to me almost halfway. We didn't quite get there, but it is a start. Again, for the benefit of my colleagues, two out of five provisions I wanted are in this amendment. This amendment stops a father who has raped his daughter from suing the trusted adult who helped his daughter end the resulting pregnancy, and it stops a father who has raped his daughter or any other family member who has committed incest against a minor from transporting her across State lines. This is an improvement. The reason we want to have a vote on it is because we hope it is a strong statement going into the conference on this bill. Again, we still need to fix many more provisions of this bill. I believe, at the end of the day, it doesn't make our teenagers any safer. It will make them fearful. It will make them feel alone. I think the bill is unconstitutional. I hope we have some ``no'' votes to send a message that this bill needs a lot more work. I thank Senator Ensign and his staff and my staff.
