I have been through this fight over the judicial nominations once before. When Margaret Morrow was nominated and kept on the hook, people came to the floor of the Senate and said she was an activist, a liberal--the same buzzwords we are hearing. These buzzwords are: ``Out of control,'' ``liberal''--all of these words. That was a great speech. But, unfortunately, it doesn't have anything to do with Margaret Morrow, who is as mainstream and as apple pie as you can get. I say to my friend from New Hampshire, because I know people have varied opinions of this President, President Clinton, that I happen to think he has brought us out of the deepest, darkest economic nightmare we ever faced and I think will go down in history for that. But that is up to the historians. There is one thing about this President that I don't think anyone would refute. He is a pragmatist. He knows what he can get through this Senate. He certainly knows that if he puts someone before the Senate who is not in the mainstream, they are not going to get confirmed.
