“First, I commend my friend because life in the Senate is about choices. I think what the Senator from Connecticut has done for this debate, in my opinion, is to have given us a very clear choice of how we want to proceed. We have known for, let's say, the last 20 years that there is not an endless cookie jar; we are going to have to make the tough choice. What the Senator from Connecticut is suggesting is this: We have a program that is vital to perhaps the children in this country who need more help than almost any other group, children who have special ed needs.
