Mr. President, I thank Senator Blumenthal for his remarks, and I am going to utilize the same chart he had in a moment because I think it says it all. It was my colleague Mark Begich who first used this terminology--that our soldiers have paid for this benefit already and to get distracted by a discussion on how much to hurt children in order to restore these benefits is not worthy, in my opinion, of the men and women in uniform. So I am proud to stand up in support of Senator Pryor's commonsense bill. Mr. President, I ask unanimous consent that I be allowed to proceed for 15 minutes. The PRESIDING OFFICER.
