I will be brief, but I think it is important that I put some comments into the Record because I have a sense that perhaps Senator Craig may be back with a similar amendment at another time, and I think it is important to lay the groundwork for why I would not support it at that time. I do support what Senators Domenici and Bingaman have brought us. I compliment them for bringing this to us. I know they have been very careful not to do anything in this amendment that would, in fact, stop any environmental rules from going forward, in particular the roadless rule that we are in the midst of promulgating. I will be supporting the Domenici-Bingaman amendment. I am pleased in the way it has been presented. It is, in fact, a substitute for the Craig amendment.
