So, what the constitutional amendment before us will do is require a supermajority for us to do our jobs as U.S. Senators. And, as I said, I think that does violence to democracy itself, which is based on majority rule. I do not believe in the tyranny of the minority. And I am in the minority now. I am not happy about it. I see my friend, the Senator from Utah, has a big smile on his face because he should be happy. The Republicans won control of the Senate. But I do not like the idea of giving the minority the right to stop things in their tracks. I think it is wrong. I thought it was wrong when the Republicans were in the minority. I tried to change the filibuster, for example, even when it was not in my own best interests as now a member of the minority party. There are those who say we will never balance this budget if we do not put that amendment into the Constitution and if we do not have a supermajority requirement. History shows us that this is not the case.
