My mother used to say, in the old days: Penny wise and pound foolish. It is something we always heard from our moms. You make these investments now. Last point. The President does not have to spend the money. The way Senator Byrd has structured it, it is entirely up to him. Why would he not want to have that insurance in his pocket so if we had another attack we would not have to immediately be clamoring for another session of Congress?
