I am sorry the Republican leader was unable to agree to the proposal put forward by Senator Reid on behalf of the Democratic majority of the Senate. It seems to me my friends on the other side of the aisle cannot accept yes for an answer. They have wanted for a long time to have a vote on the Gregg amendment. Senator Reid said, fine, we will vote on the Gregg amendment.
