“The vast majority of plans do offer abortion, and in the private sector most women have the opportunity to find a plan that would, in fact, cover that if they so chose. Whereas in this particular amendment we are saying no one, no one who works for the Federal Government, through the Federal Employees Health Benefits plan, can get such a policy. We are restricting the freedom of the women who work for the Federal Government.”
