If such a study were to conclude that the creation of an election day holiday was possible and would indeed further the goals of this bill, we would want to begin the process of making it happen as soon as possible. Could my friend from Connecticut assure me that this study will be thorough and will be undertaken promptly upon enactment of this legislation?”
