You will note that section 205 explicitly does not give the Resource Advisory Committees the power to either ``approve'' or ``disapprove'' projects. Rather, under section 205, the Resource Advisory Committees are given the power to ``review'' and ``propose'' projects. This is critical distinction. Because, while we want the Resource Advisory Committees to be involved--as indeed we want all members of the interested public involved--we do not wish for the Resource Advisory Committees to in any sense ``drive'' or ``control'' or ``limit'' the use of title III funds. These funds are set aside for the counties and the counties should use them in their best discretion.
