The Committee denies the request to expand NCAP by using small size dummies in crash tests. The Committee believes that test devices should be required for use in safety standards compliance testing before being considered for inclusion in NCAP. As my good friend knows, the National Highway Transportation Safety Administration (NHTSA) currently conducts crash tests using dummies that meet a standard for full-grown adult men, and I am concerned that this report language would prevent the public from learning how new cars would perform in crashes involving occupants of all sizes--smaller adults and children.
