Senator Landrieu deeply disturbed and upset in her view that rather than helping the people who adopt the most difficult situations, in other words, children who are disabled, children in foster care, we are going in the other direction. I only want to say, in good will, that it looks as if the President will veto this bill for the many reasons we talked about. I am not going to, believe me, go into that. But when he does that, maybe we can go back and fix this problem so we can really celebrate passage. I am only reflecting Senator Landrieu's distress that she feels that the toughest cases here are not being helped.
