“I think it needs to be very, very clear to all the Members of the House who are going to cast a vote on this to understand what the underlying bill seeks to do. It is an infrastructure bill. It is not a combustion bill. It is an infrastructure bill, and that is why I have offered the amendment to the amendment. It deals with infrastructure. It directs the EPA to minimize. We all want VOCs minimized. It is the way biofuels are going to become effective in our country, and how they are stored and how they are handled is going to give rise to what we are all seeking. This is a bipartisan effort, and I do not think anyone should get confused about what we are voting on. I wish that as we did our outreach to Mr. Burgess that they would have been part of the same effort. So we are all for biofuels. We want to make them effective and, again, remember that this is an infrastructure bill. It is not a combustion-type bill.”
