I have an amendment at the desk. The CHAIR. The Clerk will designate the amendment. The text of the amendment is as follows: In section 14003(a), add at the end the following: (3) Ensuring public safety.--Notwithstanding paragraphs (1) and (2), a permit shall not be issued or deemed to have been issued under this subsection until the Federal Energy Regulatory Commission examines and determines the relevance to the Keystone XL pipeline of the report issued by the Pipeline and Hazardous Materials Safety Administration, pursuant to the Pipeline Safety, Regulatory Certainty, and Job Creation Act of 2011 (Public Law 112 90), describing the results of its review of hazardous liquid pipeline regulations and whether such regulations are sufficient to ensure the safety of pipelines used for the transportation of diluted bitumen. The CHAIR. Pursuant to House Resolution 547, the gentlewoman from California (Ms. Eshoo) and a Member opposed each will control 5 minutes. The Chair recognizes the gentlewoman from California.
