I would note that the FCC chairman is not a Member of Congress. It is only Congress that can write a statute. The amendment that I offered codified--codified--that there would be no rate regulation of the Internet. Mr. Chairman, I yield 3 minutes to the gentleman from New Jersey (Mr. Pallone), the distinguished ranking member of the full committee.
